RELEVANCE OF THEME

From Innovation to Transformation: Empowering Every Learner

Innovation sparks ideas.

Transformation changes systems.

The 2026 PLI theme, From Innovation to Transformation: Empowering Every Learner, emphasizes moving beyond promising ideas to sustained, system-level impact through strong first best instruction and whole-child support

As educators and leaders navigate multiple initiatives and growing demands, this theme highlights the importance of alignment, effective implementation, and collective efficacy. Grounded in California’s priorities and the CA MTSS Framework, it underscores how coherent systems strengthen universal instruction, integrate academic, behavioral, and social-emotional supports, and ensure every learner is supported, engaged, and empowered.

EVENT OVERVIEW

The Orange County Department of Education and the Butte County Office of Education are hosting the 9th Annual California MTSS Professional Learning Institute (PLI) on July 14-16, 2026 at the Anaheim Marriott and Anaheim Sheraton Park Hotel.

Why Attend CA MTSS 2026 PLI?

The CA MTSS PLI is dedicated to building coherent, inclusive, and equitable systems of support.

Participants will:

  • Deepen understanding of the CA MTSS Framework and Continuum of Support
  • Strengthen team-based implementation and leadership practices
  • Learn how to align instruction, assessment, behavior, and SEL into one integrated system
  • Explore implementation and improvement science for sustainable change
  • Build collective efficacy across schools, districts, and county offices
  • Connect with educators and leaders from across the state

The CA MTSS 2026 Professional Learning Institute will spotlight and elevate key California state initiatives, highlighting how they align within a coherent, integrated system of support. Participants will explore connections across initiatives such as academic achievement, inclusive practices, social-emotional learning, mental health and wellness, multilingual learner support, and whole-child development. By grounding these efforts within the CA MTSS Framework, the PLI demonstrates how statewide priorities are not separate initiatives, but interconnected drivers of equity, access, and student success — moving California from innovation to transformation.

Whether you are new to CA MTSS or refining an established system, the PLI offers learning experiences designed to move practice forward.
